The shaggy one is a sheep dog.  It is a mudi (say moody).  The perky one is a Russian toy.  It weighs less than a cat.  

Both dogs now can compete in AKC shows.

The mudi is a Hungarian farm dog. It herds sheep, snags rats, and needs lots to do. The Russian toy was popular with wealthy Russians in the 1700s. This dog is lively and funny. The AKC now allows 199 dog breeds to compete in its shows. “Let the Earth bring forth living creatures according to their kinds.” (Genesis 1:24)
